Producer responsibility
From 2030, the EU will require that at least 40% of transport packaging, such as pallets, crates, and boxes, be reusable within a reuse system, increasing to 70% by 2040.

Legal requirements
Companies that use wooden pallets must:

• Register with the Swedish Environmental Protection Agency

• Be part of a producer responsibility organization (e.g., NPA, TMR)

• Report volumes quarterly and pay fees
Reporting
To comply with legal requirements, companies must report:

• Volume of purchased pallets (both new and used)

• Country of origin (Sweden/abroad)

• Recycling method

• Proportion of reuse
Unique exception for pallets
• If pallets are managed in a circular system, fees can be significantly reduced (a plastic pallet is 0.05kr/kg, while a wooden pallet in a one way transport system is 2.75kr/kg)

• Requires connection to a system approved by the Swedish Environmental Protection Agency
High fees if pallets are not circulated

• approx. 60 SEK/pallet in environmental fee without a circular system

• approx. 1.5 SEK/pallet in environmental fee with a circular system

PPWR
The new rules for pallets
The EU Packaging and Packaging Waste Regulation (PPWR) is reshaping how transport packaging is designed, used, and recovered across Europe.

For transport packaging like pallets, PPWR introduces stricter demands on reuse, recyclability, and traceability. Companies will need to ensure that every pallet can be used multiple times, is fully recyclable, and that data on reuse and recycling can be reported and verified.

This means the traditional “use-and-replace” model will become increasingly costly, both in compliance fees and environmental reporting.
